The Next Village Election



On Tuesday, November 7, 2023, the Village will hold a general election for 4 elected positions: Mayor, 2 Village Council seats, and Municipal Judge.

I am asking for your vote to be re-elected to the Mayor's position. 

Please vote, whether absentee, early voting, or at the general election. Early voting at the Village office is from October 21st to November 4th.

I have a vision for this Village that includes outstanding public safety, excellent water and sewer services, support programs for our citizens, especially our youth and seniors, and a thriving business district on Highway 47.  As you can see from my accomplishments, I have worked on these objectives for 16 years of service to this Village with much success.  If I am re-elected, I will continue to meet or exceed the needs of this wonderful community. When I was elected Mayor in 2012, I publicly listed a set of goals which have all been accomplished. Those goals included: cleanup of the Woodall property (adjacent to the recreation complex on the North Loop); update the Comprehensive Land Use Plan; complete the ADA upgrades and remodeling of the community center; complete the addition to the Library; and complete the rewrite of the Animal Control Ordinance, which was many years in the making and languished for several years before I brought it back for consideration. 

I started the summer youth program shortly after being elected to my first term on the Council.  The summer youth program has been a huge success over the years.  I fully support youth and senior programs!  I would like to have family oriented concerts and movies in the park.  This could be a good way to bring community members together.

I have taken on the tough issues.  I spearheaded the utility rate updates, a topic no one else wanted to touch for 20 years because of the potential controversy.   I research all the issues that the Village faces, and take them on.  I know how to work with people to bring issues to closure, the Animal Control Ordinance being just one example.  I am the best candidate for the Mayor's job because I have a demonstrated track record doing the job, I can get things done and do it efficiently.

Safety is the number one priority for residents of the Village.  I have fully supported our police department, our firefighters, and our EMS responders.  While I was on the Council I helped get State funding to purchase a new fire truck.  Also while on the Council I helped get the State funding for the EMS truck.  As Mayor I hired an EMS coordinator, which has greatly increased our call rate to respond to health emergencies.

I have been very pro-active in pursuing economic development opportunities, which led to Tractor Supply coming to Bosque Farms.  I will continue my efforts to enhance economic development opportunities in the Village. With the Economic Development Committee that I formed, we received thousands of dollars in State funds to foster economic development. We developed a web site for economic development that has helped attract businesses such as Tractor Supply. I actively solicited nationwide companies to consider opening stores in our community.  I pursued a Trader Joe's for several years, and will try again if re=elected.  I had a voice at the State level in getting the Local Economic Development Act (LEDA) changed so that small communities can offer tax incentives to new retail businesses. This gives Bosque Farms an advantage over Los Lunas, for instance, in recruiting new businesses. I hope you will re-elect me so I can continue these economic development efforts.  They are important so that we can offer jobs in our community, increase gross receipts tax revenue, and provide shopping and dining options for our residents. The Village budget grows every year, and so should the business district and it's gross receipts tax revenue.  That's what pays the salaries of our Village employees.  If the Village does not actively pursue economic development, the budget constraints will be painful.  I am the candidate who has a plan for economic development and financial stability, so please vote for me.

I have been a steward of our water and wastewater systems.  With my background in Civil Engineering (water and wastewater engineering) and groundwater hydrology, I am the ideal candidate to continue support for our water and wastewater systems.  I wrote proposals to the Legislature and received Capital Outlay monies to rehab both of our water tanks.  I spearheaded the funding to replace the pumps at well site 2 and put in a computer control system.  I oversaw the installation of the wireless water meter read system.  The Village needs to upgrade the sewage treatment plant and I have the credentials to oversee this work and seek out additional funding for the project.  The Village contracted an engineering firm to design the needed upgrades.  I researched the cost of the upgrade when I was Mayor.  The current estimate appears considerably higher than other installations of this size.  The contractor needs oversight.  One of the Village's water supply wells has an elevated arsenic level.  Treatment is required.  I have a background in groundwater cleanup and have the credentials to oversee the installation of an arsenic treatment system.  I am the person qualified to provide oversight of both the sewage treatment plant upgrade and the arsenic treatment.  Our water resources are vital to our residents. I will be vigilant in keeping up on the system.

I was the Governing Body representative to the Library Board for 12 years.  I wrote the proposal to the Legislature to get Capital Outlay funds to build the Library addition.  I oversaw the construction of the addition. 

I care about this Village and will continue to work hard to maintain the charm that our Village has. When issues come up, I always research them thoroughly and propose solutions that are best for the Village.  I try to save the Village money as well.  Case in point, when it was necessary to review and update our water and sewer rate structure, I found some free expertise to advise us from New Mexico Tech. I obtained a free rate calculator from the State of Missouri and held numerous public workshops to get input from the community on the rate setting.  The alternative would have been to hire an engineering consultant for 10s of thousands of dollars to basically do the same functions. 

I donate time and money to the Village as well. For instance, I assisted our maintenance department in putting up a fence at the recreation site, where the Grower's Market takes place.  I would like to improve that part of the recreation site so we can have an outdoor music venue and possibly a splash park.  I made a carved wood sign for the Library, and plan to make more for other Village properties.  I donated the chairs for the Village Council chambers.

I spearheaded the request for Capital Outlay monies for recreation site improvements and we received three allotments over the years.  These improvements were crucial for our local Yucca Little League and benefit all residents.  I also provided oversight of the tennis court rehab with Capital Outlay monies when I was Mayor.  If re-elected, I want to enhance the Village's recreation park and pursue family-friendly events, such as outdoor concerts and movies in the park.

When I was Mayor, our Village audits had no findings.  For many years prior to that, we had some issues.  Not major issues, but issues that resulted in qualified audits.  Obviously I did not do this on my own, as Village staff members and the Council have a hand in the budget.  But I did my part and was a good steward of the Village's finances.
